Job Details

This role is to oversee and co-ordinate:

  • The successful delivery of multiple building reconfiguration projects in a region. This will predominately include variations to the existing health estate.
  • The successful delivery of new health facilities within the Local Improvement Finance Trust (LIFT)/public private partnership (PPP) environment.

The appointed person should ideally have a level of PPP knowledge, technical, financial and commercial skill combined with the aptitude to lead, motivate and inspire to achieve optimum performance.

Key Accountabilities

Project Delivery

  • Lead and manage the delivery of all variations (and later new builds) in the region.
  • Apply a customer focussed attitude and approach with all stakeholders.
  • Assist stakeholders in the generation of project briefs and estimating of project budgets.
  • To be the subject matter expert on all projects assigned to you.
  • To manage and be the point of contact for the technical, financial, legal, policies and procedures related to your projects.
  • To lead, direct and manage the LIFTCo Project Manager’s / Construction Manager’s providing advice on all LIFT related matters.
  • To apply and maintain CHP working procedures and practices to deliver a best in class service to stakeholders and occupier customers alike.
  • Ensure projects are managed to agreed time, within agreed costs and to a high-quality  standard; providing timely warnings of impediments to achieving these targets.
  • Review fee, scope, cost and programme targets for new projects.
  • Work with stakeholders to align approvals and project development processes to ensure optimum speed of development and delivery.
  • Ensure services meet the needs of commissioners/users.
  • Appoint specialist contractors, consultants, legal advisors as appropriate within agreed project financial parameters and CHP standing financial instructions, gaining approvals where required.
  • Manage contracts, ensuring the correct use of standard form documentation and the following of procedures, gaining approvals where required.
  • Internally benchmark services and drive continuous improvement.
  • Controlling and coordinating suppliers and initiating corrective action where necessary.
  • Confirming receipt of goods and services and invoicing thereof and maintain accurate records.
  • Maintaining awareness of potential interdependencies with other projects and their impact.
  • To be the immediate interface between the project and central Developments Team.
  • Manage all projects and resources within the Antura Projects PPM software tool.
  • Monitor and report status/progress (weekly and at specific milestones).
  • Manage the flow of information into Antura Projects, ensuring all project documentation is complete, up-to-date, appropriately stored and available to the wider team.
  • Ensure project programmes are sufficiently developed in consultation with all stakeholders, and managed through the gateway process within Antura, ensuring criteria is met before seeking approval to proceed to the next milestone.
  • To raise and promote the profile of CHP as an exemplar in the way it delivers projects in a timely and cost-effective manner.
  • Ensure the highest level of professional integrity and performance is maintained.
  • Generate lessons learnt on completion of projects to enable the betterment of future projects.
  • Be capable of writing high quality professional reports and information papers for management meetings and decision-making purposes.

Leadership and Planning

  • Support and work with wider healthcare stakeholders including Strategic Estates Planning (SEP), LIFTCos, NHS Property Services (NHSPS) etc to enable the development of potential projects.
  • To coordinate with the Property Managers in your region and assist in the identification of development opportunities.
  • Create strategic alliances and partnerships with external organisations.
  • To communicate with wider stakeholders and advise on CHP’s project delivery process, ensuring the implementation of professional standards.
  • Be the custodian of the CHP project delivery process, assurance framework and risk register.
  • To identify enhancement opportunities within CHP’s project delivery process.
  • Aid in the identification, assessment, management, communication and escalation of risk, ensuring that appropriate controls are in place to mitigate CHP’s exposure.
  • Develop visibility and predictability of the project pipeline and associated demands on resources.
  • Able to work independently and lead the delivery of projects to tight deadlines.

Contract Management

  • Responsible for ensuring external contracted staff comply with CHP requirements.
  • Manage consulting/interim staff to deliver contracted services, keeping to agreed objectives, deliverables and timescales.

Corporate Accountability/Financial Management

  • Ensure compliance with CHP’s Standing Financial Instructions.
  • Ensure that the process for commissioning works and/or services adheres to CHP’s policies and procedures.
  • Ensure compliance with EU directives, government legislation and NHS mandatory requirements in the procurement of goods and services, seeking advice as appropriate.
  • Ensure probity at all times in dealings with external consultants, contractors and providers of services.
  • To ensure value for money and other audit recommendations are actively entered upon and changes are made as agreed.
  • Develop and manage the CHP database(s) of key project inputs and using these to drive continuous improvement in new projects.
  • Management of project budgets and funding thereof.
  • Undertake best value reviews of the services as appropriate to ensure lean, efficient and cost-effective project services.
  • Develop networks with colleagues in the Private Sector Partners, LIFTCos, NCBs, Clinical Commissioning Groups, NHSPS, NHS Trusts and other organisations as appropriate for personal and professional development through a variety of means including Information Technology.

Qualifications/Knowledge and Application

Essential

  • Educated to degree level or equivalent in a related technical discipline with at least five years post-qualification experience.
  • Experience managing multiple projects.
  • Experience of managing a multi­disciplinary team of professionals.
  • Demonstrable understanding and experience of working with the public sector (NHS, education, local government).
  • Confident in managing complex relationships with good negotiation and influencing skills.
  • Continual personal and professional development.
  • MS Word, Excel and PowerPoint to intermediate level.

Desirable

  • Experience of delivering projects in a PPP/PFI environment, preferably within LIFT.
  • MAPM/PRINCE2/MSP practitioner.
  • Property development experience.
  • Experience of PFI/PPP standard contracts (and NHS LIFT LPA/LRA).
  • Financial/commercial management.
  • Previous use of Antura Projects, PPM software, or similar.
  • Experience of developing payment mechanisms, service failure point regimes or service level specifications for PPP projects.
  • Health sector experience
  • Ability to interpret financial models assessing inputs, outputs and cost/benefit.

Interaction

The post-holder will need to be confident in managing complex relationships at senior management level and have the ability to negotiate and influence parties. You will also be required to interact with internal and external stakeholders at operational level, managing relationships and service delivery to demanding levels of expectation. It is vital that these relationships are developed on a professional basis with a partnering / collaborative approach to delivering projects.

You will commission and interact with commercial professional advisors and have the ability to progress complex contractual arrangements within agreed timelines and financial parameters, ensuring CHP’s corporate exposure to financial, operational and legal risk are managed and mitigated in delivering the projects.

Decision Making Authority and Impact

The post-holder will be pivotal in defining, developing and implementing CHP’s Assurance and Performance Management frameworks.

You will be required to negotiate complex contracts which have significant financial implications for CHP and its clients.

You will be required to provide professional reports and papers from time to time to facilitate decision making and help influence the direction of projects.
