The In-House Services & Estates Portfolio Management Office (IHSE PMO) is a trusted and collaborative partner, leading best practice in the management of the portfolio, supporting investment prioritisation and delivery. 

We are currently recruiting for a Programme and Project Management (PPM) Standards Manager who will ensure that Parliament makes the most of IHSE portfolio, programme and project management standards and best practice, linking to enterprise approaches, to deliver best value, compliance, efficiency and consistency. 

The Programme and Project Management (PPM) Standards Manager will maintain, coordinate, and control guidance and standards for PPM ways of working, including the IHSE Project Delivery Handbook and improved links to commercial strategy and contracting. Working with subject matter experts, they will ensure standards and guidance are accessible, value everyone, incorporate industry best practice and empower and drive a culture of continuous improvement.

The Person

A qualification of at least Practitioner level in at least one recognized portfolio/programme/project management method -e.g. P3O, MoP, MSP, PRINCE2, or APM (PMQ or PPQ) or equivalent is essential. 

Develops a good understanding and anticipates the needs of customers. Takes responsibility for delivering a high quality service within a major projects and/or delivery environment.

Seeks out good practice within a major projects and/or infrastructure delivery environment and uses it to challenge and improve services. Engages people in change and helps people overcome resistance to agreed change.

Uses professional PPM expertise to coordinate appropriate standards, frameworks, guidance and tools through SMEs or similar providers. Successfully uses SharePoint and other relevant applications and software. Successfully applies contract management and major projects management knowledge (NEC3/4 and RIBA 2020 or similar especially relevant).
