The Oxford-Cambridge Arc (the Arc) is a key economic priority for the Government and has the potential to be a world-leading hub for innovation, and an exemplar of sustainable, well-designed development which puts communities and people first. At Budget 2020 the Government announced the intention to develop, with local partners, a long-term spatial framework to plan strategically for the Oxford-Cambridge Arc up to 2050, as well as a commitment to examine the case for up to four development corporations to bring forward infrastructure and sustainable new communities, linked to the proposed East West Rail line.

We have 4 roles on offer:

• 1 Programme Manager (G7), OxCam Arc Spatial Framework

• 1 Programme Manager (G7), OxCam Arc Development Corporations programme

• 1 Programme Officer (HEO), OxCam Arc Spatial Framework

• 1 Programme Officer (HEO), OxCam Arc Development Corporations programme

Job descriptions

For both Programme Manager roles, we are looking for programme management leads and officers to manage and support delivery of the programmes, as part of dedicated new teams.

G7 Programme Manager, Spatial Framework: This role will be instrumental in ensuring the successful and timely delivery of the Spatial Framework, ensuring co-ordination of different components are delivered at pace and helping to keep the team on track to deliver. This is a unique opportunity to be involved with the development an exemplar strategic plan with national visibility, in a globally-significant economic area.

G7 Programme Manager, Development Corporations: The Programme Manager will be responsible for the successful, timely, and cost-effective delivery of the programme. At a crucial early stage, you have the chance to shape a transformational and high profile project from the start, for a project which could have a positive lasting impact on communities, businesses and the environment.

HEO Programme Officer, Spatial Framework: You will be instrumental in ensuring the successful and timely delivery of the Spatial Framework, ensuring co-ordination of different components are delivered at pace and helping to keep the team on track to deliver. This is a unique opportunity to be involved with the development an exemplar strategic plan with national visibility, in a globally-significant economic area.

HEO Programme Officer, Development Corporations: You will help ensure the successful, timely, and cost-effective delivery of the programme. At a crucial early stage, you have the chance to shape a transformational and high profile project from the start, for a project which could have a positive lasting impact on communities, businesses and the environment.

You will be part of a team which values a holistic approach to place-making, sustainability and economic growth. You will work with colleagues across MHCLG and Government . The teams form part of the Oxford-Cambridge Arc Unit, within MHCLG’s Housing Delivery Directorate, which reports to the Director General for Stronger Places.

Responsibilities

For Programme Managers (both roles):

  • Planning, designing and managing the Spatial Framework/Development Corporations Programmes. This will include proactively working with workstream leads to monitor progress, resolve issues and initiate appropriate corrective action, and using appropriate project management tools to do so.
  • Leading programme reporting into and being involved in the oversight of governance boards. 
  • Ensuring effective quality assurance and the overall integrity of the programmes - focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with the OxCam Unit government-wide OxCam portfolio, interfaces with other programmes and corporate, technical and specialist standards.
  • Managing the budget on behalf of the SRO, monitoring expenditure and costs against delivered and realised benefits as the programme progresses and contributing to OxCam Unit financial reporting, and updating the programme’s business case.

Identify and manage risks and interdependencies.

  • Ensuring there is allocation of common resources and skills within the programmes’ individual workstreams.
  • Managing procurement processes and maintaining relationships with key suppliers.
  • Line management of HEO programme officer.

For Programme Officers (both roles):

  • Supporting the management of the Spatial Framework/Development Corporations programmes, including tracking and managing risks, milestones and interdependencies, embedding programme management disciplines in individual programmes.
  • Working with sub-team leads to identify interactions and issues, and embedding portfolio management support for the wider OxCam Arc portfolio.
  • Reporting to a programme board and cross-government portfolio board, creating effective relationships across numerous Government Departments, arms-length bodies and local partners.
  • Work with the OxCam Unit PMO to ensure alignment with other OxCam policy/projects/programmes.
  • Supporting procurement processes and maintaining relationships with key suppliers.

We are looking for candidates who have the following skills:

For Programme Managers (both roles):

Essential (for both roles):

  • Experience of managing very large (£multi-m) or complex projects or programmes, in a fast paced and fluid environment.
  • Knowledge and experience of budgeting and resource allocation procedures.
  • Effective leadership, interpersonal and communication skills.
  • Good knowledge and experience of techniques for planning, monitoring and controlling programmes.
  • Excellent decision-making and judgement skills, and ability to synthesise complex issues effectively and at pace.
  • Ability to see the bigger picture and apply strategic thinking, including in times of change.
  • A good attention to detail and the ability to develop and implement effective administration processes
  • Strong organisational skills and ability to lead in a fast paced and dynamic environment.
  • Experience leading on relationship management and communications with internal and external stakeholders.
  • Strong IT skills, including use of Microsoft Office products and good knowledge of programme and project management methods such as MSP and PRINCE2.
  • Ability to work flexibility, with an understanding of the use of different channels and formats for different audiences.
  • Sound business case development and approvals skills.
  • Good understanding and experience of the procurement process including negotiation with third parties.

Desirable (for both roles):

  • Experience of programme or project management of local or strategic spatial plans OR infrastructure/development projects
  • Awareness, experience or understanding of the Oxford-Cambridge Arc area and the unique opportunities and challenges it faces.

Qualifications:

Candidates must have one of the following Qualifications or Professional Memberships (or equivalent to):

  • PRINCE2 Practitione
  • Agile Project Management Practitioner
  • APM Project Management Qualification
  • APM Registered Project Professional
  • Project Leadership Programme

For Programme Officers (both roles):

Essential

  • Experience of managing or supporting very large (£multi-m) or complex projects or programmes, in a fast paced and fluid environment.

Awareness, experience or understanding of the Oxford-Cambridge Arc area and the unique opportunities and challenges it faces.

Qualifications

Candidates would ideally have one of the following Qualifications or Professional Memberships (or equivalent to):

  • APM Project Management Qualification
  • APM Registered Project Professional
  • Project Leadership Programme
  • M Registered Project Professional
