Project Manager - Cambridgeshire and Peterborough Shared Services An opportunity as arisen for 4 new roles to manage projects in 4 areas Vulnerable Groups: a project/programme manager is needed to support a dedicated team to enhance our work with vulnerable groups across Cambridgeshire Volunteer coordination: a project/programme manager to support in the design and implementation of a process to coordinate volunteer support with vaccinations and community testing Outbreak management: a project/programme to support the delivery of the outbreak control plan working closely with the hub network, public health and health - there are multiple workstreams therefore would need to explore where additional resource is most needed (but it definitely is needed!) Project manager and PMO resource to be able to pick up any other COVID work e.g. the winter grant scheme, supporting the coordination team etc. - this will free up the current transformation resource in the hub Skills required: project management, organisational skills, partnership working and good communication, service design, problem solving, idea generation, able to adapt to a fast paced and changing environment Ideally it will be a team that will be able to work with the Transformation resource to implement a new process or deliver a piece of work - when a new grant is announced supporting in designing, developing and delivering on the new initiative or programme of work Overall purpose of the job To develop, manage and deliver a range of projects and workstreams within the shared services programme across Cambridgeshire County Council and Peterborough City Council. The project manager requires detailed knowledge and understanding of project management, procurement and commissioning of projects, stakeholder engagement and the ability to adapt to fast paced and evolving programme. Project Management Expertise Provide leadership support within the Cambridgeshire and Peterborough Shared Services Programme to ensure the effective delivery of projects on time and on budget. Provide advice to, and act as a centre of project management expertise within, the Cambridgeshire and Peterborough Shared Services Programme. Provide detailed reports respective project and programmes boards in a timely and efficient manner ensuring at all times clarity, engagement with stakeholders, and clear requirements of project details, timings and delivery requirements. Direct, guide and manage project delivery to ensure that project objectives are delivered to high quality, forecast delivery times and budget targets. Lead on key aspects of project expertise within projects in order to ensure they apply the highest level of knowledge, experience and expertise are used in resolving major issues and enquiries. Develop efficient and effective processes for the review of major projects, reporting to the Programme manager on slippages and forecast delivery dates across the life of the project. Manage suitable project management systems to manage project delivery as required. Plan, manage and lead projects, initiatives and events, ensuring the effective co-ordination and integration of organisation and service activities and securing active engagement by identified participants in order to meet project goals and the programmes objectives. Devise, implement and manage systems for the delivery of projects which engage directly and appropriately with colleagues, partners and customers and where integration and co-ordination with other services and organisations is required to achieve the desired outcomes. Actively contribute with colleagues across the directorate, the Council and our partners to ensure major projects are delivered in the most efficient, effective and co-ordinated manner and represent value for money. Provide the programme manager with robust forward and integrated work programmes embedded with clarity in decision making, timelines, and control processes. Inspire others to contribute to projects in order to see the delivery of better outcome Take responsibility in ensuring contracts are procured to maximum effect, ensuring that procurement processes are adhered to. Develop tender specifications with partners to ensure that the goods and services procured meet the project needs. Take active responsibility for the control and monitoring of projects. Ensure monthly progress reports on expenditure, for internal boards and external bodies are prepared and submitted in a timely way. Report any variances to the Programme Manager. Report on a monthly basis the forward expenditure plan for Projects, identify expenditure shortfalls and capitalise on alternative funding options. Identify financial pressures and take action, agreed with Programme Manager to manage and mitigate those pressures.
