The Transformation Directorate is running a campaign for the role of P3M Centre of Excellence Officer (Band C) to work in our Portfolio Delivery function.

Job Role:

Promote and support P3M best practice and help build skills and capability in the portfolio. Help ensure the application of these standards and practices through assurance and critical friend support 

Person Specification:

Key Responsibilities-

  • Champion and implement P3M best practice methodologies and standards, supporting the vision to attain a world-class transformation function
  • Help manage the creation of P3M methodologies, governance, and standards across the portfolio and the MPS;
  • Communicate processes and standards; continuous improvement and use of P3M best practice
  • Provide expertise for P3M methodologies and standards
  • Work closely with CoE Lead and across the portfolio to help develop a single view of the methodologies, and standards for each P3M specialism
  • Apply strong knowledge in the technical/professional discipline of P3M, providing insights and challenge to project managers, and signpost them to best practice support
  • Provide meaningful insights and advice based on knowledge and evidence, e.g. from Lessons Learned exercises
  • Support and help set up ‘critical friend’ reviews
  • Contribute to the centre of excellence to help achieve the transformation directorate vision of becoming world class
  • Promote an outcomes focused, collaborative culture in the CoE and in the portfolio office, where everyone understands their role in achieving the TD’s vision.
  • Contribute to the long term development and continuous improvement of project delivery capability
  • Support the training and development of staff involved in project delivery
  • Support the development of suitable career pathways for P3M across the MPS
  • Ensure delivery of centre of excellence outputs and deliverables
  • Help manage the Programme and Project assurance process,
  • Help ensure that there is effective provision of hands on support and guidance to the programmes across P3M methodologies and standards
  • Help create and manage a knowledge management function and repository for tools, methodologies, and standards across the transformation directorate

Essential Criteria/Experience

  • Experience of supporting delivery within a complex change portfolio/programme
  • Experience of providing assurance on complex programmes and projects
  • Experience of resolving and escalating risks, issues and conflicts as necessary within a complex change portfolio/programme
  • Experience of managing suppliers and contractors, assuring quality and ensuring value for money
  • Experience of managing a team, promoting a collaborative culture, building capability and creating an environment of continuous learning
  • Experience of providing technical expertise in P3M and standard setting
  • Experience of developing organisational capability in P3M delivery

Qualifications

Professional and/or graduate qualifications in P3M (e.g. MoP, MSP and/or PRINCE 2/APMP) is desirable
