The Transformation Directorate is running a campaign for the role of P3M Centre of Excellence Senior Manager (Band B) to work in our Portfolio Delivery function.

Job Role:

  • Champion and implement top class P3M standards
  • Promote best practice and help build capability and the development of career pathways.
  • Ensure the application of these standards and practices through a robust assurance framework that supports the use of effective P3M governance and controls

Person Specification:

Key Responsibilities-

  • Champion and implement P3M best practice methodologies and standards, supporting the vision to attain a world-class transformation function
  • Lead, and manage the creation, continuous improvement, and consistent use of holistic P3M methodologies, governance, and standards across the portfolio and the MPS; setting and communicating processes and standards; defining required roles and role profiles for programmes and projects (sizing teams); and embedding good practice.
  • Work closely with the portfolio office leadership team to develop a single view of the methodologies, tools, and standards for each P3M specialism
  • Provide overall direction and expertise for P3M methodologies and standards
  • Be the go-to expert for P3M methodologies and standards across the MPS, providing guidance, signposting and good practice support for all projects and programmes
  • Apply advanced knowledge in the technical/professional discipline of programme and portfolio management, providing insights and challenge to senior leadership
  • Provide meaningful insights and advice based on knowledge and evidence, e.g. from Lessons Learned exercises
  • Support and help set up ‘critical friend’ reviews
  • Manage the centre of excellence to help achieve the transformation directorate vision of becoming world class
  • Promote an outcomes focused, collaborative culture in the specialism where everyone understands their role in achieving the TD’s vision
  • Lead long term development and continuous improvement of the centre of excellence capability, ensuring it is resourced with people who have the required skills, experience and motivation to do their roles effectively
  • Support the training and development manager in embedding P3M skills into transformation leadership programmes
  • Ensure the development of suitable career pathways for P3M across the MPS, working with HR business partner and colleagues in the TD
  • Ensure delivery of centre of excellence outputs and deliverables
  • Manage and operate the MPS Programme and Project assurance process, including accrediting and developing reviewers across the organisation
  • Manage and coordinate the centre of excellence processes for all projects and programmes across the MPS
  • Ensure that there is effective provision of hands on support and guidance to the programmes across P3M methodologies and standards
  • Create and manage a knowledge management function and repository for tools, methodologies, and standards across the transformation directorate

Essential Criteria/Experience

Experience

  • Experience of senior management within a complex change portfolio
  • Experience of programme/project delivery
  • Experience of influencing, negotiating with, and providing challenge to director-level stakeholders
  • Experience of resolving and escalating risks, issues and conflicts as necessary within a complex change portfolio
  • Experience of managing suppliers and contractors, assuring quality and ensuring value for money
  • Experience of managing a team, setting a collaborative culture, building capability and creating an environment of continuous learning
  • Experience of providing technical expertise in P3M and standard setting
  • Experience of developing organisational capability in P3M delivery

Qualifications

Professional and/or graduate qualifications in P3M (e.g. MoP, MSP and/or PRINCE 2/APMP) is desirable
