The Capital Delivery Service

Sheffield City Council has a strong Capital Programme with an ongoing value of approximately £200m per annum. The Capital Delivery Service was created as a hub of project delivery expertise to drive improvements in performance, pace and quality of the wide variety of projects within the Programme.

The Capital Delivery Service employs over 80 staff in a variety of management, technical and professional roles and has a Capital Programme Management Office that leads on the continued improvement and development of best practice delivery across the capital programme. 

The roles and services provided by the Capital Delivery Service include:

  • Structural and Civil Engineering
  • Mechanical and Electrical Engineering
  • Architecture
  • Work Assurance and Project Safety

The Service is a fully traded service, charging fees for the services it provides and operates as a professional services consultancy within the Council.

The Service has a strong track record of delivery and operates an ISO 9001 certified Service Management System.  The Service has a vision for developing into a public sector leading centre of excellence for the delivery of capital projects and programmes and is at the forefront for driving change in how the Council delivers its capital programme.

Partners

The Service operates a “core and flex” delivery model where the internal team is supplemented by external resources when workload requires.

To support this, CDS has appointed a private sector capital delivery partner that can provide the full range of services needed to support the delivery of the capital programme. The delivery partner also supports the development of best practice and staff within the service.

The Service also works with a wide range of local and national contractors and service providers for the delivery of the programme and prides itself on the strong working relationships that it has developed with its partners.

Delivery Manager - Project Delivery

To enhance the delivery of the capital programme, we are looking to appoint a Delivery Manager - Project Delivery / Programme Manager to support the Head of Project Delivery.

Duties & responsibilities within the role will include:

  • To manage all programme and project related  activities, people, processes and resources, to ensure successful delivery of the completed project, on time, on budget and in fulfilment of the customer’s requirements on quality and function in a sustainable manner.
  • Provide professional and subject matter expert guidance on all programme, project, and contract management for construction schemes
  • To support the Head of Project Delivery to establish and maintain a performance improvement culture through implementation of robust metrics and performance targets and consequence management.
  • To work with programme / project sponsors to develop forward programmes of work and to foster and maintain effective working relationships with programme / project sponsors
  • Responsible for resource planning and management across the programme team including the development of capability and capacity

The ideal candidate will have the following attributes/skills in the following areas:

  • Extensive experience (at least 10 years) of successful construction programme and project management across a wide range of building and infrastructure projects.
  • Extensive experience of NEC and JCT contract management and the related procurement and governance issues that relate to management and delivery of construction projects and programmes
  • Excellent working knowledge and understanding of the requirements on CDM (Construction Design Management) Regulations 2015 and relevant construction Health and Safety Legislation.
  • Experience of successfully persuading senior decision makers and Programme sponsors on how to achieve best value and quality programme delivery.

Essential Qualifications

  • Holds a qualification (e.g. BSc MSc) in a relevant construction discipline
  • A Chartered membership of a relevant construction professional organisation (APM, RICS)
