Within CQC we are implementing a new strategy and transforming how we work so that we can keep pace with the changing health and care landscape and ensure people receive safe, effective care.

This is an exciting opportunity to manage projects that are focussed on transforming CQC into a modern, world-class regulator. You will be responsible for driving project delivery within a programme to design and implement our new operating model, with a specific focus on managing the organisational design and people components.

What we're looking for from you...

We are seeking an experienced Senior Project Manager to manage multiple end-to-end business projects simultaneously. You will ensure that the benefits and outputs of the projects are defined and delivered whilst effectively controlling scope, dependencies, risks and issues. Leading project teams and the development of the business cases through to delivering elements of the target operating model for the new functions.  You will be proactive, willing to embrace complex challenges and be comfortable in developing strong business wide relationships with customers and partners to drive the project outcomes.

Accountabilities:

 The role holder will be responsible for the following:

Works alongside Programme Lead and Senior Leaders to plan and design the project.

Ensures the delivery of new products or services from projects is to the appropriate level of quality, on time and within budget, in accordance with the project plan and programme governance arrangements.

Proactively monitors progress, unblocks and resolves issues by taking corrective action.

Responsible for overall integrity and coherence of the project, ensuring consistency in delivery and assuring the quality of project outputs.

Ensures project operates within the parameters set by CQC’s internal governance model.

Actively manages dependencies within the project and works with other PO colleagues to ensure cross project dependencies are accounted for.

Monitors expenditure and costs against delivered and realised benefits as the project progresses.

Identifies risks and issues across the project, ensuring active management and mitigation.

Produces timely project performance reports to inform programme status reports.

Manages conflict resolution and the unblocking of team issues.

Stays abreast of best practice and ensures continuous evaluation and improvement of CQC’s approach to programme and project management.

Essential Skills and Experience:

 Experience of delivering multiple, complex projects simultaneously.

Knowledge and understanding of a range of project methodologies and some experience of applying them appropriately in different contexts (e.g. PRINCE 2, AGILE).

Tenacious, with an eye for detail and ability to pre-empt and solve problems.

An ability to influence senior stakeholders with wide ranging and often competing priorities.

Comfortable when managing conflict and is able to challenge constructively.

Strong interpersonal skills with an ability to work in a matrix environment deliver through others and operate effectively at all levels.

Demonstrable experience of identifying, assessing and managing complex risks and issues.

Good working knowledge of business case development and procurement processes.

Excellent organisation skills.

Highly proficient IT skills in Word, Excel, PowerPoint.

Desirable:

Knowledge and experience of the Health and Social Care sector and/or Regulatory organisations.

Knowledge of service design and agile delivery practices.

Project / Programme / Portfolio Management qualification (e.g. PRINCE2, MSP, MOP)
