The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain's railways and the independent monitor of National Highways (formerly known as Highways England). We are here to ensure the network operates safely, reliably and provides value for taxpayers and customers.

The Highways Monitor is a team of 18 people in the Office of Rail and Road. The role of the team is to monitor and hold National Highways to account for delivering the Road Investment Strategy and its licence obligations, including making an assessment of the risks to future delivery. The Highways team help to drive better outcomes for road users and to contribute to the development of future Road Investment Strategies. The team work collaboratively with National Highways, the Department of Transport, Transport Focus and a wide range of other stakeholders.

Please note: ORR accepts flexible working patterns, however the responsibilities of this role requires a minimum working pattern of 4 days (29.6 hours).

Job description

In this role, you will work in a small team to support the strategic macro analysis and assessment of National Highways' performance in delivering better outcomes for road users, via their capital investment programmes. You will work closely with other members of the highways team to support our aim of holding National Highways to account for its performance and delivery.

You will assist in reporting on National Highways' performance against its delivery of the Road Investment Strategy (RIS), in particular focussing on the strategic planning and risk to delivery of a number of key programmes including, but not limited to;

• Its largest projects, for example A303 and Lower Thames Crossing.
• Regional Delivery Partnership (RDP).
• Smart Motorway Alliance (SMA).
• Designated Funds.
• Renewals Programme.

You will assist in communicating ORR’s assessment of performance to stakeholders and the wider public; help prepare briefings for senior colleagues at internal and external Board level; and engage with strategic stakeholders.
