Project Manager

An exciting opportunity has arisen, supporting a large NHS organisation as a Head of Capital Projects.

The post will be based in the North West on an interim basis for 12 months initially, with the possibility for extension.

The post holder will lead on Major Capital Development Programmes, as directed within the Major Capital Works Plan, ensuring the most effective planning, development, delivery, and financial management of all services is provided.

Main Responsibilities:

  • Provide and receive highly complex information, communicate Estates & Facilities policies, technical information to Senior Managers, Directors, Care Group Leads, and conduct high level negotiations with contractors, consultant parties, local authority officers and other external bodies;
  • Take a technical and professional lead on identified issues related to the management of Capital Developments, to provide accurate up to date advice to the Deputy Director of Estates & Facilities;
  • Responsible for the management and execution of the estate’s capital programme;
  • Lead the capital development and PMO team;
  • Professionally and managerially accountable for estates capital construction matters and for the strategic development of the estate;
  • Provide a safe environment and reduce risk for patients, staff, and visitors in respect to estates capital development works;
  • Assess space utilisation of premises where the organisation occupies, and identify opportunities for efficiencies;
  • Procure/manage appointed external capital project consultants and associated contracts as required, e.g., NEC, P22, JCT etc;
  • Undertake concept and full cost feasibilities to enable Operational Directors / business leads to develop business cases for clinical expansion and estates development/improvement;
  • Responsible for interpreting legislative, land and property and other policy requirements on Estates and for advising the Deputy Director of Estates & Facilities, Board, and sub-organisations on appropriate E&FM capital related matters;
  • Hold financial management and accountability of all major projects;
  • Provide all necessary design and development inputs to the organisation’s Business Case process;
  • Responsible for the monitoring of milestones and analysis of KPIs.

A successful candidate will have:

  • A membership of an appropriate construction related, or engineering professional institution;
  • Experience of delivering Estates, Facilities & Capital construction & equipment projects in a healthcare setting;
  • Proven track record of successful and sustained management in a similar organisation;
  • Senior Project Manager experience of similar sized capital programmes from early stages through to the delivery of commissioned facilities;
  • Political awareness and experience of operating in a politically sensitive and unpredictable environment.
