DVSA requires programme level capability to develop its enterprise wide governance processes and thus enable consistent management capability for DVSA`s agile digital delivery, whilst working within the guidelines and processes of wider government.
DVSA requires a person that provides domain knowledge of:
• current agile development processes
• management level products and current review processes for DVSA digital projects
• financial control of multi-threaded large digital projects
• the agency`s relationship with DfT and central gov
• and a good understanding of the strategic objectives of the agency and how these are supported via digital transformation.

Qualification requirements Essential
• PRINCE2 Practitioner level
• MSP Practitioner level, or willingness to work towards
• Agile PM, SCRUM Master or equivalent
• Knowledge of current agile development processes
• Knowledge of management level products and current review processes for digital projects
• Experience in financial control of multi-threaded large digital projects
• Understanding of government agencies relationships with DfT and wider central government
• Good understanding of the strategic objectives of the agency and how these are supported via digital transformation.
Desirable
• Governance framework knowledge and experience
Skills and Experience
• At least 2 years experience of delivering projects/programmes within a government department/agency (in permanent or contractor roles)
• Experience in reporting methods especially dashboards and scorecards.
• The ability to confidently interact at all levels
• Involvement in delivering projects including risk management, stakeholder and change management.
• Experience of the development of Business Cases
• Budgeting and costing experience
