Job description

As Programme Manager you will be responsible for the overall coherence, integrity and delivery of a programme of defined projects and workstreams. You will lead and support a programme team ensuring they have the right skills and capacity to deliver in line with government best practice and HM Land Registry’s (HMLR) project delivery standards and processes including accreditation.

Reporting to the Head of Portfolio Delivery and as part of the HMLR Portfolio Delivery Senior Management Team, you will line manage a team of Project Managers and/or Project Support Officers and the leadership of the wider programme team.

You will align the Corporate Services Programme with HMLR's Business Strategy and be accountable and responsible for delivery of the Corporate Services Programme within HMLR's Transformation Portfolio. You will deliver the programmes outcome within time, cost and benefits; managing the programmes delivery plan, budget, risk and issues, dependencies, resources and benefits. Coordinating the projects within the programme to deliver the programmes agreed outcomes. Developing and managing the stakeholder and communications plan to ensure clarity of messages for all audiences and management of capability partners (internal and external) to deliver programme outputs.

Hybrid working: You will be assigned to a contractual ‘home’ office, however we believe that a blended approach to where you work – with some time in the office and some time at home, may give you an improved experience and has clear business benefits to us.

There may be travel and overnight stays required.

Responsibilities

You will be a qualified ‘Managing Successful Programmes Practitioner’ or make commitment to achieving this qualification and will have one or more of the following qualifications or equivalents:
• Association of Project Managers (APM) Practitioner Qualification (PMQ).
• Prince2 Practitioner.
• AGILE PM (APMG group) or equivalent.

As well as proven experience of delivering complex, large scale transformational Programmes/Portfolio of projects you will have an understanding and ability to communicate ICT environments and experience in budget and resource allocation, including monitoring and reporting. Evidence of pre-empting and solving significant problems and significant experience and understanding of techniques for planning, monitoring and controlling significant programmes of work. Your effective leadership, interpersonal and communication skills will be visible, and you can demonstrate experience of delivering change and realising benefits at a Programme/Portfolio level.

You will be able to demonstrate effective stakeholder management, significant experience at a senior level in Programme and Project Management and use of relevant methodologies, proving understanding and experience of delivering Programmes using MSP, with a sound understanding of Procurement Process and negotiation.
