Salary: £56.560 to £60,714 plus a Location allowance of £1,639. You will receive £56,560 the band minimum. Progress to the band maximum of £60,714 will be via incremental progression.

The Service Delivery team are responsible for ensuring that our current solutions and services are reliable, secure and readily available for the Met. As a Planning and Support Manager, you’ll coordinate and support the team in achieving its objectives. It’s an opportunity for someone with service delivery experience looking to move into a senior strategic role. And, most of all, it’s a chance to play a vital part in making London the safest capital in the world.

Digital Policing provides the Met with Information and Communications Technology (ICT) as well as digital and data services to help frontline officers and staff do their jobs more efficiently. They’re responsible for keeping in the know about any developments in technology, and for making recommendations for new equipment and systems that will help modernise policing. After all, policing London is a hugely complex and ever-evolving task, so we need to make sure we’re keeping up the pace.

As part of this crucial role, you’ll maintain the overall Service Delivery (SvD) strategy, including objectives, tactics and Key Performance Indicators (KPIs). It’s why you’ll have an understanding of key trends and opportunities in the delivery of live IT services. With excellent communication and management skills, and the ability to influence staff and stakeholders alike, you’ll also line manage a business support team, supporting the SvD Director and helping to plan SMTs and Strategy Days.

What’s more, you’ll ensure that staff across SvD have realistic, achievable and measurable plans that support SvD goals, identifying gaps and opportunities to create systemic improvements. To succeed in this role, you’ll need strong data analytical and presentation skills. You’ll also have an in-depth understanding of ICT in service delivery, and the ability to operate in a complex organisational and political environment.

Digital Policing (DP) – Service Delivery Portfolio

The Service Delivery team are responsible for ensuring that our current solutions and services are reliable, secure and available at the times the Met needs them. They do this in conjunction with our technology partners to deliver the services to agreed standards, objectives and cost.

Service Delivery manage the portfolio of services, increasingly investing to ensure stability, performing planned maintenance, and responding to unplanned service outages when these occur.  They are accountable for the effective management of timely resolution of service failures, protecting services and managing our supplier’s performance.

Within Service Delivery some services are retained in-house due to their specialist nature. These services are hosted on an enterprise scale platform and supported by the dedicated Secure Services team.

Job Summary

The Planning and Support Manager ensures that Digital Policing (DP) Service Delivery (SvD) has realistic, achievable and measurable plan that supports the SvD Strategy, is linked to driving systemic improvements to the Service Portfolio, ensuring that systems and key infrastructure is stable, reliable and available to support the Met’s policing priorities as a whole.

The post holder will also drive plans to improve service maturity, identify and monitor strategic Key Performance Indicators (KPIs), and ensure that Delivery Programmes are aligned to Strategy.

The post holder will also provide Line Management to the Business Support Team.

Key Tasks  

  • Maintain the overall SvD Strategy and Plan including objectives, strategies, tactics and KPIs and linked to existing Delivery Programmes. Review the Strategy through different perspectives to identify gaps and opportunities.
  • Manage the quarterly SvD Leadership Team Strategy Days.
  • Carry out maturity assessments and feed outputs / recommendations into the SvD Plan.
  • Monitors progress towards strategic goals via KPIs, identifies barriers to achievement and works to address these.
  • If required, oversee the implementation of additional strategic decisions made by SvD Senior Management Team.
  • Work with Chief Technology Officer (CTO) area, Service Owners and industry / partner sources to maintain a long term view of opportunities particularly those that arise through evolution of service management processes and / or developing technologies.
  • Support colleagues in developing their own strategies and plans-on-a-page.
  • Provide Line Management to the Business Support Team.

Essential For The Role  

Essential Criteria

  • Evidence of Inclusive Behaviour
  • Ability to operate in a complex organisational and political environment.

Desirable Criteria

  • Service strategy qualification e.g. ITIL v4 Service Strategy or COBIT, and if not held post holder would be supported to complete.
  • Experience working in the public sector and client side.

Knowledge, Skills and Experience

  • Expert in effective governance and planning.
  • Strategic management including the development, implementation, measurement and delivery of strategic plans.
  • Excellent communication and management skills with an ability to influence senior (to Board level) and junior staff and stakeholders and build strategic relationships across operation and professional boundaries and with partner organisations.
  • Effective staff management and leadership skills.
  • Strong data analysis and presentation skills including Excel, PowerPoint, and the ability to carry out bespoke analysis to support strategy formation. For example, using data from Service Now or financial systems.
  • Ability to coordinate and interpret maturity assessments, using documented process.
  • Ability to operate in a complex organisational and political environment is essential
  • A solid understanding of Information and Communications Technology (ICT) in service delivery including ITIL, supplier management and partnership.
