Greater Manchester Police is one of the UK's largest police forces and is responsible for keeping people safe across more than 1,200 sq km. The Force covers Manchester, Salford, Bolton, Bury, Oldham, Rochdale, Stockport, Tameside, Trafford and Wigan areas. GMPs officers and staff work 24 hours a day, seven days a week, to keep almost three million people safe. There’s never been a more exciting time to join, as we have recently embarked on a collaborative HR Shared Service Centre with Trafford Council (separating out the transactional from the strategic elements of HR).

The vacancy is for an exciting opportunity and new challenge as a key member of the HR Senior Leadership Team. Based at Force Headquarters, reporting to the Head of HR , this role as HR Operations Manager, will have responsibility for serving the Force, working with the Command Team and the HR Branch including retained HR and Greater Manchester Shared Services which is partnered with Trafford Council. This will mean travel across the Greater Manchester area.

GMP is looking for a strong HR professional to lead the HR Operations portfolio and drive change linked to both strategic people issues and tactical HR operations (at both a consultancy and practitioner level).

As HR Operations Manager you will have responsibility and direction of all teams within the HR Operations portfolio. There will of course be some elements of the traditional HR however; you will be expected to act as the professional adviser to the Head of HR in the development and direction of HR Delivery Services provided by the Branch to the Force, in line with the Target Operating Model and implementation of the People Strategy.

The role incorporates developing HR Operations in line with Force needs, building capability and ensuring continuous service improvements with a view to enable the effective delivery of solutions through the building and maintenance of strong relationships and networks.

In addition to day to day duties this role will involve managing senior HR staff working on allocated strategic business thematics e.g. Absence Management, Flexible Working, Workplace Equality and Grievances, Limited Duties, Local Change etc., plus a team of HR Casework staff providing practical assistance and coaching to managers in areas of HR practice and policy. You will be required to influence the business through effective management and delivery of a proactive HR service within a fast paced complex HR environment.

The successful candidate will be a solid HR generalist who has previously operated at this required level in a large complex organisation.


  • Proven experience of leading and working successfully in HR
  • Experience of business partnering with diverse senior leadership teams
  • Significant experience of dealing with complicated people issues and advising senior leaders via risk based advice, taking account of the complex operating environment.
  • Demonstrate delivering HR service solutions to support business delivery
  • Excellent communication and advanced influencing skills
  • Ability to meet changing deadlines and deliver results in a pressurised environment by prioritising based on risks and threat.
