Hybrid - 2/3 days per week on site

The role:
An exciting opportunity is available to work in a Local Council, helping them develop a new Target Operating Model (TOM), taking a single view of what the Council will need to look like in the future.
This role will be accountable for leading a defined programme/projects, and their associated business change activities, which contribute to the delivery of the councils strategic aims.
You will build compelling business cases to drive change, establishing appropriate programme governance and assurance, monitoring progress, managing risks and issues, and ensuring business can accommodate the change.
Specific responsibilities
- Lead the robust definition, delivery, and handover of projects that form part the Corporate Plan / Transformation Programme, incl. 'Recovery' to timescale, within costs and with full benefit realisation.
- Guide delivery teams on projects to support the delivery of the Corporate Plan / Transformation Programme.
- Support the reporting honestly and transparently to CLT, Members and Transformation Board, which includes the DLUHC appointed commissioners.
- As a proficient expert with good management skills, this role will work collaboratively with managers to define and raise the standards for project management and build a culture willing to embrace learning.
- Responsible for conducting robust evaluations throughout the project lifecycle to ensure projects align to the original business case and meet agreed milestones. In addition, reviewing progress with stakeholders and conduct a review of lessons learnt.
Key Skills and Experience:
- Experience of working collaboratively with Senior Management, politicians, and other key stakeholders, evidencing credibility and impact as a leader
- Experience of undertaking Change Management, planning and implementing new ways of working in a complex environment.
- Strong knowledge of the issues facing local government and those relevant to service / functional responsibilities, together with the legal, financial, and political context of public sector management
