Great opportunity to work with this outer London Local Authority within their Property Maintenance and Facilities department providing technical expertise to inform planned and reactive maintenance solutions on complex, sensitive or large projects within the M&E discipline

Purpose:

To provide oversight of the technical planned and reactive maintenance supply chain and use technical expertise to review tasks and ensure that they are completed to the required standards.
To ensure that the estate is maintained safely and in compliance with the relevant legislative and regulatory provisions within M&E

Duties:

  1. Lead on the scoping of reactive maintenance projects using technical expertise and professional knowledge to determine the repair option that represents best value for
  2. To apply professional expertise to create design solutions for planned works, produce technical specifications, layouts and working drawings for mechanical services against which contractors will be expected to deliver
  1. To assist the Performance, Compliance and Data Manager to contract manage the planned and reactive supply chain and to lead on decisions about the type of repairs that should be delivered for mechanical assets. This will include undertaking site checks to agree or validate the necessity and accuracy of contractor works.
  1. To review an agreed percentage of all reactive works undertaken by the supply chain and inspect the work of contractors ensuring that it is of an acceptable and contractually identified standard and to meet statutory requirements.
  1. To undertake procurement activity in relation to the appointment of consultants or contractors to deliver planned and reactive mechanical maintenance projects.
  2. To analyse and make recommendations on consultant/contractor design options and proposals to ensure that they meet project objectives, council requirements and demonstrate value for money.
  3. Work effectively with a range of stakeholders to lead multi-disciplinary teams to deliver maintenance projects on time and within budget, ensuring that the council's risks are managed and mitigated.

8. To manage and monitor discreet project budgets, and to assist with the budget monitoring activity on the reactive supply chain by carrying out financial checks on contractor's valuations and invoice submissions and evaluating requests for payment

  1. Where required liaise with the appointed consultant on projects obtain all necessary planning and statutory approvals. This includes liaising with the Estates and Asset Management team to ensure that any leaseholder consultation is undertaken.
  2. Ensure that projects are managed in compliance with the Council's Financial Regulations and Council's Contract Procedure Rules.
  3. Ensure that the Council's Health and Safety responsibilities are maintained including all requirements of the CDM regulations.

  1. Provide advice and guidance to clients and building users with respect to project details and ensure that stakeholders are engaged in projects and kept up to date with
  2. Represent the council and provide professional advice on building related Be responsible and accountable for timely technical advice and support (e.g. surveying/engineering) and maintenance project relating activities for the rest of the business.

KNOWLEDGE REQUIRED

  1. A detailed, up to date knowledge of building legislation and statutory requirements
  2. A detailed understanding of Health and Safety requirements and CDM regulations
  3. Extensive up to date technical knowledge of mechanical and electrical maintenance issues, and solution design
  4. Technical knowledge to diagnose systems defects and specify remedial works and to inspect the quality of works undertaken.

EXPERIENCE

  1. Operational experience in project management, building maintenance or estate management environments, preferably within the public sector carrying out project work
  2. Experience of contract management or procurement
  3. Experience of reviewing technical specifications or designs
  4. Budget management experience .

Track record of successful project delivery

QUALIFICATIONS

To have trained as a Mechanical Services engineer, hold a relevant degree or qualification or to be a member of an appropriate professional body (e.g. CIBSE Associate or Member).

Qualification in project management or equivalent experience.

Must be proficient in Electrical aspects also
