Job Overview:

We are seeking an experienced HMO Specialist Project Manager to lead a key project for a Local Authority in the Midlands. This is a dynamic role focused on enforcement, dawn raids, and ensuring compliance within the HMO sector. The successful candidate will play a pivotal role in managing a project team, coordinating enforcement activities, and working closely with various internal and external stakeholders to deliver outcomes in line with the authority s HMO regulations.

Key Responsibilities:

  • Lead and manage the project team focused on HMO enforcement.
  • Plan and coordinate dawn raids and other enforcement actions.
  • Oversee compliance with HMO licensing and ensure properties meet all regulatory standards.
  • Work closely with internal teams and external partners, including legal teams and enforcement officers.
  • Ensure effective resource management, project tracking, and reporting.
  • Provide expert guidance and technical support on HMO-related matters.
  • Develop strategies to address non-compliance and take corrective actions.
  • Prepare comprehensive reports and updates for senior management and relevant committees.

Essential Skills & Experience:

  • Extensive HMO enforcement experience within a Local Authority setting.
  • Proven track record in leading enforcement actions and managing dawn raids.
  • Strong understanding of HMO legislation, licensing requirements, and housing standards.
  • Exceptional project management skills, with the ability to lead cross-functional teams.
  • Excellent communication and negotiation skills, with experience liaising with external agencies and legal teams.
  • Ability to work autonomously and make sound decisions under pressure.
  • A strong focus on compliance, risk management, and delivering high-quality results.

Desirable:

  • Experience managing large-scale enforcement projects.
  • Relevant qualifications in project management (e.g., PRINCE2) or housing standards.
