Trafnidiaeth Cymru yw’r cwmni nid-er-elw sy’n mynd ati i gyflawni gweledigaeth Llywodraeth Cymru o ddarparu rhwydwaith trafnidiaeth diogel, integredig, fforddiadwy a hygyrch o safon uchel yng Nghymru. Nawr gall y rheini sy’n teithio ar y rheilffyrdd ledled Cymru a’r gororau edrych ymlaen at wasanaethau rheilffyrdd a fydd yn cael eu gweddnewid, diolch i fuddsoddiad gwerth £5 biliwn a fydd yn ariannu gwelliannau sylweddol o ran amlder ac ansawdd gwasanaethau Cymru a’r Gororau, yn ogystal â chreu Metro De Cymru.

Mae Trafnidiaeth Cymru yn bwriadu gwireddu ei weledigaeth drwy ddarparu gwasanaethau sy'n canolbwyntio ar gwsmeriaid yn ddiogel, drwy roi cyngor arbenigol a drwy fuddsoddi mewn seilwaith. Dyma gyfle cyffrous i ymuno â'n tîm ac arwain y gwaith o gyflenwi prosiectau mewn amrywiaeth o wahanol feysydd. Mae angen nifer o Reolwyr Prosiect arnom ni, sydd â phrofiad yn o leiaf un o'r meysydd canlynol:

Rolau a Chyfrifoldebau

  • Cyflenwi’r holl brosiect(au) yn ddiogel, yn brydlon ac o ran cost ac ansawdd ac yn unol â gofynion, gan gynnwys y broses Llywodraethu Prosiectau Buddsoddi mewn Rheilffyrdd (GRIP) neu brosesau cylch bywyd prosiect perthnasol, fel Rheoli Rhaglenni Llwyddiannus (MSP) a/neu PRINCE2.
  • Darparu gwasanaeth rheoli prosiectau proffesiynol, cyson ac effeithiol, yn cynnwys systemau monitro ac adrodd ar brosiectau yn unol â'r safonau gofynnol.
  • Rheoli newidiadau, risgiau a hapddigwyddiadau prosiect o fewn cylch bywyd y prosiect.
  • Darparu amgylchedd gwaith diogel wrth gyflenwi prosiectau, gan gynnwys datblygu cynlluniau diogelwch prosiectau a dogfennau cysylltiedig eraill.
  • Helpu Trafnidiaeth Cymru i gyflawni ei ddyletswyddau o dan Reoliadau Adeiladu (Dylunio a Rheoli) 2015.
  • Bod yn gyfrifol am weithredu a datblygu prosiectau, gan gynnwys deilliannau gatiau cyfnodau, cerrig milltir, cynlluniau prosiect a chynlluniau gwireddu buddiannau.
  • Sefydlu a rhoi cynlluniau prosiect ar waith, gan gynnwys sicrhau bod y prosiect yn ymarferol, a datblygu a rheoli cyllidebau ac adnoddau.
  • Pennu cwmpas, nodau a cherrig milltir prosiectau, diffinio rolau'r tîm a chynhyrchu amserlen prosiectau yn cynnwys amserlen o bob tasg sy'n gysylltiedig â'r prosiect.
  • Cadw golwg ar gynnydd prosiectau a darparu diweddariadau rheolaidd i randdeiliaid mewnol ac allanol.
  • Rheoli'r holl risgiau, gan gynnwys rhai ariannol, ansoddol ac amgylcheddol, a rhai'n ymwneud ag enw da ac iechyd a diogelwch.
  • Monitro gwariant yn erbyn y contract a sicrhau bod y proffiliau gwariant gwirioneddol yn cyd-fynd â chyllideb y contract.
  • Bod yn atebol am berfformiad cytundebol ac adrodd ar berfformiad i'r cleient.
  • Trefnu a chynnal adolygiadau perfformiad diwedd contract yn erbyn ymrwymiadau contract.
  • Cynnal proses adolygu ôl-weithredu ar ôl cwblhau'r prosiect.
  • Tracio, monitro ac adrodd ar wireddu buddiannau ar ôl cwblhau’r prosiect, gan weithio'n agos gyda'r tîm cyllid a'r cleient.

Purpose of Post

Transport for Wales (TfW) is the not-for-profit company driving forward the Welsh Government’s vision of a high-quality, safe, integrated, affordable and accessible transport network in Wales. Our mission is to ‘Keep Wales Moving’ by providing customer-focused service, expert advice and infrastructure investment.

Rail passengers across Wales and its borders can now look forward to the transformation of their rail services thanks to a £5 billion investment that will fund significant improvements to the frequency and quality of Wales and Borders services, as well as the creation of the South Wales Metro.

Transport for Wales aims to achieve its vision by safely delivering customer focused services, expert advice and infrastructure investment. This is an exciting opportunity to join our team and lead the delivery of projects in a variety of different areas. We require a number of Project Managers who are experienced in at least one of the following areas:

  • Rail or other transport related services.
  • Corporate services and organisational development, including business change.
  • Advisory and design services.
  • Infrastructure capital delivery.
  • Infrastructure operations.

Roles and Responsibilities

  • Deliver all project(s) safely, to time, cost and quality and in accordance with requirements, including Governance of Railway Investment Projects (GRIP) or other applicable project lifecycle processes such as Managing Successful Programmes (MSP) and/or PRINCE 2.
  • Provide a professional, consistent and effective project management service, including project monitoring and reporting systems in accordance with the required standards.
  • Control project change, risks and contingency within the project life cycle.
  • Provide a safe working environment in the project delivery, including the development of project safety plans and other associated documentation.
  • Support Transport for Wales in discharging its duties under the CDM Regulations 2015.
  • Be responsible for project implementation and development, including stage gate deliverables, milestones, project plans and benefit realisation plans.
  • Establish and implement the project plan, including ensuring project feasibility, and developing and managing budgets and resources.
  • Set the project’s scope, goals and milestones, define the roles of the team and produce a project timeline with a schedule of all tasks associated with the project.
  • Track the project’s progress and provide regular updates to internal and external stakeholders.
  • Manage all risks including financial, reputational, quality, environmental and health and safety.
  • Monitor expenditure against the contract and ensure that actual spend profiles are within the contract budget.
  • Be accountable for contractual performance and reporting on performance to the client.
  • Schedule and run end of contract performance reviews against contractual obligations.
  • Hold a post-implementation review process post project-completion.
  • Track, monitor and report on benefit realisation post-project completion, working closely with the Finance team and the client.
  • Understand the financial position of the company and the wider economy, and ensure that value for money is achieved when delivering services.
  • Maintain own professional development and stay abreast of regulatory changes and developments in best practice.
  • Ensure that TfW remains compliant with relevant changes in legislation and best practice.

Knowledge, Skills, Qualifications and Experience

Essential:

  • Relevant degree, equivalent professional qualification such as APM or PRINCE2 or working towards.
  • Knowledge and understanding of project and contract management.
  • Knowledge of Construction Design & Management (CDM) Regulations 2015 and/or knowledge of Managing Successful Programmes (MSP) or equivalent project management methodology for corporate change programmes.
  • Experience of working on a variety of projects with experience as a Project Manager.
  • Experience of dealing directly with clients.
  • Excellent interpersonal and communication skills with the ability to work and engage with internal and external stakeholders.
  • The ability to manage the end to end contract.
  • General knowledge of health, safety and environmental regulations.
  • General knowledge of cost / benefit analysis to monitor business case delivery.
  • The ability to use own judgement appropriately to make timely decisions and seek to create solutions for overall business benefit.
  • Adaptable to changing circumstances and able to change styles to suit different requirements, people and situations.
  • Able to use discretion and maintain confidentiality as appropriate.
  • Demonstrable experience of planning, prioritising and consistently delivering work to a high standard and by the required deadline.
  • Demonstrable experience of working well under pressure and of working flexibly to manage competing priorities in a high-profile, challenging and fast-moving organisation.
  • The ability to promote cross-team collaboration, with a focus on building strong networks and improving overall service delivery.
  • Experience of developing and managing a budget, including forecasting and monitoring spend.
  • Excellent management, interpersonal and communications skills (written and verbal) with good influencing and presentation skills.
  • Clear, considered and timely decision-making skills, with the ability to analyse a situation quickly and consider the risks and opportunities.

Desirable:

  • Membership of the Association for Project Management or other relevant professional body.
  • Experience of managing a team, with the ability to establish and develop appropriate resource that meets changing business and budgetary requirements.
  • Experience of delivering projects within the rail industry.
  • Experience of working within the public sector and/or with Government officials.
