Responsible for facilitating the Executive team in the oversight and governance of change in the business. This will include initiating, planning, designing, integrating, sequencing and delivery of major business wide projects into a single continuous Programme, monitoring overall progress and resolving issues/initiating corrective action as appropriate. Act as a member of the Paymentshield Senior Leadership team. 

Provide direction in respect of PSL’s IT strategy and the support and maintenance of systems developed internally or where 2nd and 3rd level support is managed in house 
Ensure efficient management of the IT Development function, defining and building the most effective IT software systems to support business requirements. To ensure the most effective ‘analysis – solution – development – testing – delivery’ lifecycle is achieved.

Principle Objectives & Responsibilities 

Define, plan and manage at a senior level, the control of the Change Portfolio, ensuring that all aspects including progress, issues, concerns, resource and potential business risks are managed and communicated appropriately; 
Coordinate the Governance and reporting of the Portfolio to ensure that business priorities are reflected in the sequence and integration of the individual projects and that appropriate methodology and documentation is maintained 
Coordinate all aspects of change to engage the Executive in making resource and prioritisations decisions and ensuring alignment in delivery to business outcomes; 
Challenge the focus of Portfolio to ensure the meeting of targets through thorough planning and control and integration; 
Contribute to the development of the IT and business strategy and supporting initiatives with a focus on operational design and project methodology; 
Maintain appropriate systems and controls to provide management information to enable the measurement and management of risks within the function and to create clear prioritisation choices, high visibility of Portfolio status and manage expectations of the Executive through Governance; 
Ensure that all software is tested prior to release to the production environment using appropriate tools and controls in line with PSL’s Software Development process; 
Engaging various departments including IT, Finance, HR etc… to ensure the success of the Portfolio; 
Liaise with senior peer Group to influence and align involvement in Portfolio;
Influence business strategy and planning by creating choices and options for change for Executive consideration and prioritisation; 
Play a key role in PSL’s IT Strategy, ensuring stay abreast of new technology in order to contribute at all levels; 
Work closely with the team to manage budget ensuring that this is spent in accordance with the overall business plan and that the right resources are planned, deployed and focused; 
Manage budgets – both IT and headcount related; 
Handle and resolve complex issues and risks escalated by the Change delivery leadership team; 
Ensure that the work of the BA, SA and Test team are aligned to delivering business and change priorities; 
Lead, support and motivate a team of varying natures, ensuring full cross-functional liaison and cohesion; 
Ensure formal appraisals are delivered in line with current appraisal frameworks; 
Ensure that appropriate controls are in place to comply with internal and external audit requirements. 

Key Performance Indicators 

All projects meet agreed objectives and standards within IT control; 
All projects delivered on schedule and on budget (%age targets TBA) within IT control; 
Budget management – on target; 
Efficiency measures to be delivered as per targets agreed with Line Manager; 
Business Change performance is accurately and effectively monitored; 
Minimise regulatory breaches. 
To provide consistent reliable estimates for effort for the development of new systems or changes to existing systems. (target %age threshold accuracy); 
Deliver to agreed levels of quality and in the agreed timescales, adhering to PSL’s Software Development Process, ensuring minimal post-implementation defect count (%age team target to be confirmed); 
To provide initial cost/time estimates for development/systems requests within agreed timescales Programme / Project plans delivered to meet the business plan; 

Experience 

Essential criteria, must be clearly demonstrated on CV 

Extensive business change experience with a strong and demonstrable ability to shape large and complex change programmes, operate governance, reporting and delivery 
Prince 2 methodology 
Agile methodology 
Experienced in leading & managing people up to and including managerial level 
Experience of and involvement in the whole project lifecycle 
Involvement in IT Strategy development, integration and software rollout experience 
Operated at senior level including regular interactions with Executive team 

Also essential 

Proven capability to communicate effectively at all levels and negotiate/resolve conflict 
Stakeholder management at a senior level and across group functions. A strong and credible influencer with the Executive and peer group 
Budget management and an understanding of capitalisation 
Effective management of internal and external suppliers through the ability to build & maintain effective working relationships 
Operated in a fast paced change environment with an ability to work to tight deadlines and deliver requirements to a high standard; 
Demonstrates a systematic, disciplined and analytical approach to problem solving;
