Job Purpose:

To lead and project manage the early design and development of the FSU1 - Newcastle to Carlisle project on behalf of NGET.

To manage the design deliverables (work to be undertaken by a Great Grid Partner) for a major overhead line and substation project to time, cost and specification in accordance with the Network Development Process BP500 (SI).

The early design work will include:

  • Defining the technical need case;
  • Review and refinement of the strategic option;
  • Regional coordination group (to ensure customer connection and asset works are considered in development of the project);
  • Pre-Front End Engineering Design Report;
  • Early design, engineering and constructability advice; and
  • Innovation opportunities.
  • Ensuring health, safety and environmental issues are managed throughout the process and projects deliver the business' regulatory, stakeholder and customer commitments.

The project:

The transmission system in the Northwest and Northeast of England is currently connected by a single 275kV c.84km double circuit (XB Route) between Harker (Carlisle) and Stella West (Newcastle upon Tyne). The project's key driver is to ensure the power transfer balance from East to West, therefore the current XB route is required to be upgraded/ replaced with a 400kV double circuit. It is likely to include a new substation at Fourstones and extension of the existing Stella West substation.

The project is identified in the ESO's tCSNP2 Beyond 2030 report, required by 2035. The project will require a DCO to be submitted in 2029. The existing XB route runs parallel to Hadrian's Wall World Heritage Site and between a National Park and National Landscape and therefore requires sensitive design and routeing.

JOB ADVERT:

Long O Donnell are looking for an experienced Lead Project Manager to join the team on a 12-month contract to manage the design deliverables for a major overhead line and substation project to time, cost and specification in accordance with the client's needs.

Key Accountabilities:

  • Lead the design development process during pre-construction (including Development and Consenting processes).
  • Develop the least cost, optimal, efficient and safe solution in line with CDM Regulations and SHESQ considerations.
  • Produce all required project design documentation, demonstrating the implementation of lessons learned and best practice.
  • Develop, implement, and manage project delivery, design, safety by design requirements.
  • Support the consenting, type registration, cost estimation, programme risk mitigation and innovation activities.
  • Lead the FEED contractor in their activities. Monitor and control the FEED programme and risk.
  • Enact the role of Client's Delegated Representative and where appropriate, Principle Designer or arrange for the provision of Principle Designer for each project as required under CDM Regulations
  • Manage and co-ordinate FEED contractor and project teams to successfully deliver projects to time, cost and specification and with minimal disruption.
  • Monitor Contractor site activities to ensure compliance with SHES standards, Health & Safety, Environmental legislation and CDM regulations
  • Maintain full authorisation to carry out duties.
  • Undertake additional duties to support project as delegated by the Senior Project Manager.

Candidate requirements:

  • Proficient technical knowledge of the Electricity Transmission System including OHLs, Substation and Underground Cables
  • Good Project Management skills including management of risk for delivery of projects to scope, time, cost, quality, safety and security of supply
  • Working knowledge and application of CDM and safety in design
  • Knowledge, understanding and experience of the DCO consenting process Interpersonal, Supervisory or Management
  • Demonstrable experience of leading cross discipline teams
  • Demonstrable experience of problem solving and an appetite for continuous improvement
