Your new role
Highways England’s Smart Motorway Alliance will develop, design and construct the Smart Motorway Programme over the next ten years. It has been developed to align the supply chain with our imperatives to deliver ever improving safety, customer experience and delivery on our network. The Alliance will be worth around £4.5 billion over the next ten years. Whilst the procurement continues, our people will continue to deliver the Smart Motorways Programme and be involved in the development of the Alliance, ready for its launch in 2020.
The Alliance has been developed to align the supply chain with our imperatives to deliver ever improving safety, customer experience and delivery on our network and will set new benchmark for productivity and quality, with innovation and continuous improvement evident throughout the entire organisation.
The Alliance Manager will lead and inspire the Alliance, transforming the highways sector and wider industry. This role will be responsible for managing the transformation from traditional design and construction techniques to modern methods, utilising digital tools and data science innovation to reduce timescales and improve final outcomes. Leading and coordinating all Alliance resources, Alliance Manager will focus on delivering against specific objectives to ensure the governance in accordance with Highways England Major Projects requirements.
What you’ll be leading on
Accountability to the Alliance Board and Senior Responsible Officer for day to day management of the Alliance in accordance with Highways England’s Licence obligations, RIS (Road Investment Strategy) obligations, Strategic Business Plan, Delivery Plan and Policies
Ensure effectiveness of the governance, assurance and programme/project management arrangements and their maintenance throughout the life of the Alliance
Establish, develop and lead the Alliance Management Team
Set clear direction and goals. Provide space and latitude for teams to achieve their objectives; guide, challenge and coach
Consistently deliver business plan out-performance, ongoing cost base reductions and predictable expenditure and cash flow performance
To be successful
Proven previous experience as a visible, engaged and active programme leader of multi-billion-pound capital projects, programmes and/or portfolios
Excellent level of awareness of the Infrastructure and Projects Authority guidance on management of major projects
Great understanding of the business delivery issues associated with the programme to deliver the agreed outcomes and benefits
Ability to lead and develop a team of people from various organisations and disciplines
Experience in implementing performance improvements and forecasting final measurements for a large-scale investment project
