Historic Environment Scotland is taking forward a programme of corporate projects with a significant business change impact. These projects are highly interdependent. To assure efficient management and to maximise potential benefits of this transformational change, the projects deliveries must align. To do this we are have established a governance structure that supports cross-project direction and oversight and helps ensure the smooth delivery of the change programme.

These key projects are:

  • Headquarters transformation
  • Archives and collections relocation
  • Corporate Management Information System (CMIS)
  • Electronic Document and Record Management System (eDRMS)
  • IT Projects (including, mobile working, Wi-Fi and cyber security)
  • Properties in Care Asset Management System.

Each project is significant in its own right with established project teams and boards. Together, they represent a significant programme of change for HES. Beyond the specific aspects of each project, they also represent an opportunity to deliver a wide range of organisational development and culture change benefits that will equip HES for the future.

This post is initially required to deliver key workstreams including the Headquarters Transformation Project and the Archive and Collections Project summarised below:

  • The HQ Transformation Project will move our two Edinburgh offices into one building and provide Agile working facilities for our staff. The total project budget is around £9m. A full design team has been appointed. RIBA Stage 2 is complete, and Stage 3 is underway.
  • The archive project will provide fully compliant storage for our internationally important collections of objects, drawings, photographs and records including conservation workshops, digitalisation facilities and offices. This project is at RIBA Stage 0 – 1 with an estimated project budget of £3m
  • The postholder will also manage a smaller project to relocate of our National Collection of Aerial Photography to a new facility in Sighthill.

The postholder will manage these projects to completion, into handover, and post project evaluation. The postholder may be expected to manage other projects alongside the main duties on these business critical workstreams.

  • Management – you will manage the delivery of these projects, ensuring all objectives are met.
  • Engagement – you will represent the projects across the organisation and manage proactive communication around the organisational change plan for the projects.
  • Risk Management – you will be responsible for identifying and managing the risks associated with the projects.
  • Programme Liaison – you will work with the other project and programme managers through the Joint Working Group, you will be expected to maintain good project management procedures in line with HES best practice; including efficient reporting on progress to the Programme Board.
