GBCC

The Great Britain China Centre (GBCC) is an executive non-departmental public body operating under the supervision of the Foreign & Commonwealth Office, with a mission to promote understanding between the UK and China. GBCC works closely with partners in the UK and China, and across Europe, to implement political and judicial dialogues and legal reform projects. It has 10 staff and is based in Belgrave Square, London.

The Role

The Project Manager, based in London but travelling frequently to China, is responsible for the successful delivery of criminal justice projects, supporting the Assistant Director and in close cooperation with implementation partners in China and across Europe. The Project Manager is a self-starter with the ability to work independently, as well as in a cross-cultural team. The role requires the ability to acquire detailed knowledge of Chinese policy developments in legal, judicial and other fields and to identify practical opportunities to align Chinese priorities with support from the UK, the EU and other international actors. The Project Manager will assist with fund-raising, involving writing proposals to institutional donors and charitable foundations. The role requires excellent English communication skills, and a high working level Mandarin Chinese.

Key responsibilities

  • Manage criminal justice projects, mostly in China, to high standards of quality, exercising tight financial control, managing risks and delivering measurable results on schedule, reporting to funders and communicating outcomes.
  • Assist the Assistant Director, supporting the delivery of criminal justice and judicial exchange projects.
  • Maintain close working relationships with key Chinese and European implementation partners, handling issues of political sensitivity with care and diplomacy.
  • Work closely with the Finance Manager to prepare and manage project budgets and forecasts that comply with donor and audit requirements.
  • Report to donors (narrative and financial) and manage constructive and pro-active donor relationships with the Foreign and Commonwealth Office, the EU and other donors.
  • Support fundraising and bid writing efforts, including identifying and researching new project opportunities.
  • Assist in communications, operations and occasional informal translation and interpretation.
  • Stay up to date with relevant political and criminal justice news and developments in China and Europe.
  • Attend conferences and professional development as required.
  • Support the delivery of other projects and incoming visits as necessary.

Essential Qualifications and Skills

  • A university degree in a field relevant to GBCC’s work
  • Bilingual or adequate fluency in both Mandarin Chinese and English
  • Proven project management and budget management experience
  • Excellent analytical, communication and negotiation skills
  • Proven cross-cultural team working skills
  • Experience working in or with China
  • Experience writing project proposals and reports
  • Willingness to travel to China regularly to represent GBCC (at least 6 weeks a year)

  • Legal qualifications
  • A recognised project management qualification
  • Proven organisational and IT skills
  • Understanding of Chinese law and policy
  • Understanding of the public, academic and the not-for-profit sectors
  • Understanding of development approaches such as gender mainstreaming and RBA.
